Sheets of ice across the road for 30-50 yards., 18th January
This seems to be a flood or spring. It's unlikely to be rain run off as it hasn't rained recently but there is still a substantial ( and increasing) flow of water across the road which, in this cold weather has turned into a dangerous ice rink. Dangerous for pedestrians and vehicles.

Failure to create and maintain adequate watercourse capacity., 17th January
Failure to create and maintain adequate watercourse capacity and inadequate flow through culvert. Essential Telecom infrastructure put at risk. Somerset needs to ensure that ‘ordinary watercourses’ are fit for purpose with adequate capacity for predicted rainfall and that they have followed the clear official guidance provided by the lead Lead Local Flood Authority for their location and catchment. Watercourses should be integrated with those upstream and downstream in a manner that minimises the risk of flood damage to others in the community and where possible slows or delays the flow of water off land.
