This is for reference. A lawn has been laid over approximately 40 m of Quebb Road, where goes from U90616 to U90617. The gardener of the owner of the big house creates when vehicles use it, but is about 0. 04% of the length of the road that's NOT metalled because the lawn has been laid over the road. Hence the surface is soft. Note as the road goes into the man made pond there is No sign of that same traffic!

The Council's Enforcement Officer wrote on Thursday 28th September.... that a tank had come lose from a tractor and had blocked the lane as we walked back to our vehicles. They will be removing this item today having borrowed a Manitou from a local farmer. I will check in with them hopefully tomorrow to confirm this. This dumb narrative was repeated on Friday 29th. How come it's still there on Saturday 30th? Was it because it had some air in its tyres? Or they forgot where they dumped it? Or they never intended to remove it? Or trying to make the council look pratts?

On Tuesday (July 25th) being fine I used the U90617 road through Quebb and Upper Welson, alone, to get to a meeting. I’ll describe the journey. Issues encountered:- 1. Obviously I had to use the diverted road in front of Quebb Cottages, although it would be excellent to have it restored to the correct route - which was a scenic and wonderfully richly diverse habitat, it was used on the correct route on foot and with vehicles easily in the nineties and noughties - a diversion under s116 at the farm’s expense - might be the most ‘functional’. I note how controversial the planning was and that the traffic level ‘proposed’ and ‘actual’ differ greatly! The Farm is of course completely ‘new’. 2. There is deep silt, at least in the centre and on one side of the track, where the stream runs along the good, well metalled stone road. This section is not a problem apart from the silt (where the pollution from the farm issues were, twice). 3. A natural fallen tree was abated. 4. A thin electric fence wire, no warning, was on the exit of the pretty, green section. There was no insulated handle, the wire was securely tied to posts both sides of the road. The only option I have is to drive through - and then loosely tie the wire as there is stock in the field to the left, with the gate open. The gate is functional, why do they act criminally? 5. There was another ‘tape’ electric fence wire across the road adjacent to the left-open gate (above). This was unhooked and re-hooked. 6. At the 90 deg left corner (after 500m or so of stoned, heavily farm-trafficked road) the thin live electric fence wire had been placed across the road. No signs. There is no need as there is a gate in c100m and fenced both sides (and it’s on to their own land). I will not replace this. 7. This section has not been scraped yet, as the farm has apparently kindly offered to do. 8. The next gate works well, the small shallow ford is fine but the outlet side is very heavily silted so backs up onto the ford - not a serious issue. 9. The ponded road section (done before Mr Tony Copping-Joyce’s tenure) is still dry and clear, despite the very wet past few weeks. The outflow channel has not been re-obstructed. 10. The ‘movable’ wood and wire fence is still tied up - as left. This is heavy, inconvenient and difficult to open/close single-handed. It is totally unnecessary - there is no stock there now. Their dogs jump over their garden fence, so this is not for the dog’s benefit. I can’t continue opening and closing this. There is no sign of the gate that was left(?) there 3 weeks ago. Who is to install - if there has to be one? 11. I was then harangued by Mrs C-J. ‘What are you doing? This is private property. I’m going to call the Police etc.’ She then went to speak to Mr C-J, she came back and notedly made a point of taking my number. This suggests he still does not accept the road’s existence. This is at the point the U90616 and 90617 meet. There have been reports of Mr C-J haranguing users for at least 9 years. This has to stop. 12. The wooden gate in about 50 metres, is extremely heavy to open, some 5 - 10 times the BS5709 weight limit (5kg). It is very decrepit. It is not required for stock control. I will not be closing it again! Apart from this it was a lovely enjoyable drive. Needless to say, I am still waiting for a call from the Police! I did issue a s56 simply for verification that it is extant on the s36(6) list. “The local authority must at all times act with the object of protecting the highway and of preventing or removing any obstruction, and, more broadly speaking, of promoting the interests of those who enjoy the highway or should be enjoying the right of way; and the county council must likewise operate against the interests of those who seek to interrupt such enjoyment of the highway.” Lord Chief Justice Lane (Report sent to interim Director Highways by email but away until 21/8)
