This is a former wonderful historic vicarage linked to St Gregory's church in Dawlish, which has fallen into the hands of a subdivided site. The two companies (one dissolved) have failed to maintain it and the council have failed to act with the notices served to preserve it. This needs to be salvaged by a decent local developer, who has respect for listed buildings, that can sympathetically restore, rebuild in parts and bring it back to life with a small number of attractive homes for people to buy. Bringing back it's beauty, respectful to it's original look. The gardens could also be landscaped beautifully honouring how it once was. We need to respect historic buildings, but also, where obviously required, enable new materials to rebuild collapsed sections and to internally bring it up to modern day standards for warmth and insulation etc. Enough is enough!

The Old Vicarage is in a terrible state of disrepair and is a major accident waiting to happen. It is a total eyesore for the local residents and is riddled with rats and other vermin. 13, Weech Road was once an elegant building but is now in total disrepair. It is also Listed though hard to believe why when it has almost completely collapsed. It has been gradually falling into disrepair over many years. The District Council has failed to protect it in the past and yet would not accept an application to build small-scale on the site while retaining part of the building that was once salvageable. Now it has rotted almost completely. Part was of cob construction which has more or less 'melted' away. This site is an eyesore and a potential danger with youngsters gaining access over the fence. It must surely be deterring any house sales in the vicinity and lowering nearby property prices in general. Needs to be de-classified and replaced with some small scale and urgently needed accommodation.

The locals have a clear vision of how this former beautiful listed building could be transformed respectfully and sympathetically with a small number of houses (4 or 5) that could be bought by local families who could bring the former vicarage back to life. New materials would be required to rebuild the collapsed cob sections, but externally could be kept in keeping. The solid stone Victorian wing would look stunning once renovated and the original brickwork could be cleaned and restored sympathetically. •Never had a reply to the 'failed listed building' sent on the 1st of September? •This is to do with the unsightly grounds that have not been tidied up due to the owners being locked out by the council and while a validated application at the time was waiting a decision that took 2.5 years to reach. The worst collapses to the listed building occurred during this time. Eight weeks is the usual timeframe for a decision regardless of insufficient information or not. •However, I've been informed by other locals that the council had said in August they'd send someone to take a look and get it tidied? Never happened clearly as it's got even worse! •Since TDC don't obviously own this site they shouldn't prevent the owners gaining access? •Children are regularly seen climbing the hoarding erected by the council which could result in a fatality! Who'd be liable?

For at as much as twenty year people in the area have been encouraging everyone to enable the preservation or development of the listed building 13 Weech Road Dawlish (the Old Vicarage). The main building has again recently reverted to the Crown Solicitor following a delisting of one of the two companies with interest in the site. Enforcement notices had been served some years ago but have not resulted in any effective remedial work. Children have been seen climbing over the fence and I am concerned that a serious injury or worse could occur. In this respect there are three main areas of concern: A the roof slates which continue to slip B unsecured ladders C on going roof collapse adding lateral weight to the cob walls which could lead to a sudden collapse.

For at least the last two years, teenagers have been congregating on the seawall and breakwater at high tide throughout the summer and on evenings and weekends throughout all the warmer months of the year, to repeatedly jump into the water from height. They hang around the public toilets or sea wall, hassling passers-by, and their loud splashing, shouting, screaming, arguing and swearing creates noise which often goes on until well after dark and is clearly audible from the street and can be heard from Town Beach on quiet days. Besides the noise, this jumping behaviour is extremely dangerous to themselves and anyone swimming below, drives away fish for people angling in these areas and makes the whole place an unpleasant and aggressive environment.
