The litter bin is full and people have placed bags on top of it as well. The council should empty the bin otherwise the area will become very untidy

Recycling skips for garden refuse, 12th August
There are a number of skips in the cattle market car park. All of them are full and there are some 50/60 plastic bags full of garden refuse dumped in the area as well. Can these skips be emptied on a regular basis as they look so unsightly?The skips would hold far more stuff if the openings were at opposite corners
