Garden rubbish/sofa

The garden rubbish has been there for at least two months, it is normally obscured by the motorcycle parked on the pavement Infront of it. In the last day or so now there is a sofa that has been discarded also. The green garden waste bin belongs to the house next door and has taken up residence on the pavement since they moved in, the new occupiers not paying the fee for the waste disposal, the green bin is now redundant.
