Constantly parked on the pavement

Lowther drive darlington DL1 4LZ. For weeks now, This car is always parking on this pavement, blocking pushchairs and wheelchairs getting past safely as its also parked close to the junction so dangerous to walk on the road as cars come flying around the corner.

On the corner of my road Hopetown lane and Annes terrace . the cars come road t corner to fast and turn road when they now they have made mistake i am the landlord of the builders arms and we had a elderly man nocked over by a uber driver when he was crossing the road the cars don't slow down some times i have spoke to people and they all have said something needs to be done the old man that was nocked over is in rehab because his bone below his knee was shattered and people sometimes scared to cross because of the way they come round the corner

Car is constantly parked like this
sometimes worse
I don't know the rules on disabled parking so they may be within their rights, but there is a disabled bay that is ALWAYS empty not 30 foot away, and its often causing an obstruction to back alley and our place of work car park is only accessible via back ally I've got a couple of pics on different dates, and timestamped pic of car and empty disabled car parking space. - On going for weeks / months. Never seems to be there on a weekend or after 6pm. Outram Street, Darlington, corners of Napier Street and back alleys.
