Fast beccoming inpassable accept to cars

After going to great expense some years ago to re-tarmac this lane from top to bottom it is now deteriorating down the centre of the lane. There are high banks either side with hedges above. Each year there is a build-up of mulch from hedge cuttings and dead leaves which are naturally swept to the centre of the lane. This build-up has got to such an extent that green foliage - mainly grass - has got a good hold on this centreline. This in itself is not surprising but the lack of roadsweeping means that it is now almost impossible to ride my motorbike along it due to the 'rutting' effect of this vegetation and the fact that it is extremely slippy if I cannot stay in the tarmac ruts. At this time of year the problem is exacibated by the amount of overgrown hedge vegetation which means it is even harder to ride down the ruts because you are constantly hit by this vegetation. Could something be done to correct this please?

This narrow single-track road is not in a good state. At its entrance the buildup of gravel is such that it now spreads across the road making it hard to get traction whilst turning into or out of it. The rest of the lane has a lot of debris which makes it quite hard to navigate - particularly on two wheels. A good sweep and a note to sweep it once a year would probably solve the problem. The debris is causing additional damage to the surface with vegetation taking hold in the middle of the road which will ultimately lead to the need for more expensive maintenance.
