Birch tree dying?

This tree was planted by the council at my request three years ago. I've looked after it, watering per the instructions that were issued. But it has never seemed healthy and now looks to be dying, with very few leaves. Can it be replaced with a different species? Happy to pay the usual "verge tree fee".

Badly raised manhole cover plate

The issue is the surrounding road has sunken. The road is generally in a dreadful state with holes, cracks and poor repairs resulting in a very nasty surface. Needs a complete resurface and levelling

Pulling out of Cudiington Park Close is dangerous as as the view of oncoming traffic from the left is obscured as a result of impeded view and worse when traffic queues form in rush hours !

The hedges along this road by the horse field is blocking the pavement and as we only have one pavement up this lane it needs to be accessible. Pushchairs and wheelchairs will struggle as the hedge needs cutting back and a child in a Pushchair would get the thorns etc scratching their face or clothes.

Overgrown hedges blocking the road lane

The hedges all along woodmansterne lane need trimming back as it's narrowing the road so large cars,lorries have to come over the line onto the other side of the road causing the traffic that side to mount the pavement so unsafe for pedestrians walking as only one path along there.road markings need repainting too

Accessibility problem with dropped curb

Outside 15 Roundwood Way. Dropped curb is too steep and isnt smooth to allow anyone with disabilities to access the pavement. It also does not allow smooth transition of a car onto the driveway. We are in the process of purchasing the house so are not sure how long it has been like this. It looks like roadworks may have damaged it in the past as others down the road are smooth gradients.

Tree Obstruction

The growth outside my house is obstructing the pavement. It has blinded our view of cars passing in both directions and pedestrians crossing nearby. We have had several near misses, particularly recently, with the diversion taking place through Longcroft Avenue.
