It’s a manhole which is possibly collapsing on the a50 just after the Meir tunnel going towards Meir park

Parking on yellow zig zags

I have one more report to send of the same cars that continually choose to park on the yellow zig zags lines outside of the school premises during the school drop off and pick up times. Teachers are always politely asking parents not to and even have a teacher manning the gate to try and help deter these offenders.
