Household rubbish in the front garden

There has been rubbish left in a front garden of 29 Dovecote Lane that has been there for about 1 year, the other day I saw something crawl out from under the mattress and rummage through the rubbish that looked like a possible rat or a mouse, would it be possible to get the rubbish removed as I feel this rubbish is providing shelter for the rodents.

All surface drains on the footpath on the stretch of road are blocked. Highways have said it is not on their maps as it's a footpath
