Reserving parking space in the street

Im not sure which house it is, but somebody is constantly placing their Wheelie Bin on the highway in order to reserve a parking space. Sadly Granville Street is very short of parking and it operates only on a first come first serve basis to be fair to all residents and visitors.

The person has got illegal markings.
18th May
The person who owns the property has sprayed illegal markings on the road to say not park outside his house. He is not disabled or old and have not paid the council tax for this. Just spayed it on himself. This is illegal. The issue of paint is new, only a day. But he did have a sign for probably 6 months.

I was in a collision on this piece of road due to the two side roads being giveaways and people not taking the time to stop fully and look both ways. It's been a near miss quite a few times also.
