"System Test" for 3 weeks on M25

Signs indicate a 50mph speed limit due to system testing and have done so for three weeks with no sign of works or testing. It does not take 3 weeks to test the system, especially in the absence of works.
Councils have been fined for generating revenue from artificially lowered speed limits before.
Oh, and fix My Street is so broken that every time this is submitted on the M25 it loops back to the beginning without submitting content
