Cylcists not detected by traffic lights

I regularly use the cycle super highway from Canton to Adamsdown and back again travelling along the A4161.
When returning very often the traffic lights do not detect that I'm at at the position marked on the map (see also photo taken from Google Maps). This results in me sat at the white stop line whilst the traffic lights allow everyone but myself to go through. Last night I was there around 10.35pm - same thing happened again. I was wearing dark colours but there was lights on my bike. I usually look up to try and get the little red light to come on but last night no luck. I've had this problem with many of the traffic lights on the route, but this one is easily the worst offender.
Could the traffic lights sensitivity be improved at all?

This caravan appeared approximately 6 weeks ago and has not been moved since. I suspect it might have been abandoned.
Its not causing an obstruction per se, however, parking spaces are few and far between on this road so if it is abandoned, it needs to be removed. If it is parked legitimately, then I think by law it ought to have lights on at night.
