Possible branches breaking

This tree doesn't look very healthy. It has a swing and lots of children use the swing and play near the tree. Some of the beaches look like they could break. I wouldn't want it to fall on anyone. Can it be replaced?

Growth at base of tree obstructing public highway
20th May
Hi Team, My previous report on an overgrown tree base blocking the pavement on Newbridge road/St Anne's Road failed and referred me to the Bristol tree policy, as this is a private tree on the public highway. I'd refer you to the policy: Policy: If a tree or branch from a privately owned tree is causing a danger to the highway the landowner will be contacted and instructed to make the tree safe under the Highways Act (1980). If it is necessary that the council undertake this work to make it reasonable safe then the owner will be charged in full for the council's costs.

Water flowing from pavement/rising damp risk
20th May
Water has been flowing steadily from beneath the pavement of the public footpath between 152 and 154 Beaufort Road for nearly two weeks and could be causing damage. The footpath itself is becoming spongey and rising damp may be impacting adjacent buildings. Bristol Water reported this a week ago but no council employees have come to deal with the problem. Its believed to be the water that supplies the nearby allotments, owned by the council
