Parking over the footpath

My neighbors and myself have to come down a drive to enter the a5. The person that lives at the end of the drive keeps parking his van over the footpath so we have no clear vision to pull out on to a very busy dual carriage way. We have asked him politely to not park there but unfortunately I can not print what his response was to many swear words. This is an accident waiting to happen. I have photos if you wish me to send them.
