Pelican crossing lights changing constantly

The pelican crossing directly after the rising sun roundabout, heading towards chasewater. (Watling Street WS8 7LU) The lights are constantly changing from green to red causing traffic to stop every 2 to 3 cars. It's causing tailbacks and will cause chaos in the rush hour. I can see this has been reported before, so the problem has returned.
