Hedge overgrown path

The hedge has significantly overgrown and now completely obstructs the path, restricting access. The photo on the left, taken in 2009, clearly shows the path as it should beclear and fully accessible. Contaminated bin

This brown bin has been sat here for months, so Im told. Allegedly it belongs to the supported living housing (maybe number 68 Quinn way?) but it hasnt moved in several months, neighbours have said that its just been getting used as a street litter bin (as you can see) and no one is claiming ownership of it.
Would it be possible to get it emptied and/or taken away?
