Path outside 95 Bunyan road

As you can see the hedge has totally overgrown the footpath and with a car parked there you can see the only way past is by going in the road. A lady with a pushchair was nearly hit by a car as its close to a blind T junction on bunyan road. The hedge belongs to number 95 bunyan road and needs to be totally cut back to clear the path at least 4 to 5 feet or there will be a nasty accident with someone getting run over.

When the road was resurfaced and the line marking done as you can see in the 2nd picture the T bar line wasn't put in the correct place leading to the issue you can see in the 1st picture cars park across the driveway blocking access to and from the property.

There are multiple potholes in the road youre having to swear from side to side to avoid these potholes they are on, before and after the bend going towards Biggleswade, there are no pictures to this because this is a 60 miles an hour road and it would be unsafe to stop and take pictures.

near enough opposite Jack Bygraves Car Garage. The pothole in question is on the opposite side of the road from Jack Bygraves garage
Very large, deep pothole. It is located more or less in line with the double yellow lines on that stretch of road, in front of a dropped kerb.
That stretch of road is fairly narrow, especially if parked cars on other side of road to the pothole, so its a regular occurrence for vehicles to drive into this.

Am currently in the process of purchasing the property at 168 London Road Biggleswade, with exchange and completion scheduled for 6th June 2025.
I am seeking clarification regarding the area immediately outside the property's front boundary specifically, the square of tarmac and the grass verge adjacent to the driveway.
Could you please confirm whether these areas fall within the property boundary (as shown on the title deeds) or are under the ownership and responsibility of the council? If the area is council-owned, I would like to ask if it would be possible for me to carry out a repair and improvement due to the lack of quality/finish thats currently in place.
I operate a telecommunications business and am experienced in working within public spaces. The repairs would not encroach onto the footway nor obstruct access to any neighbouring properties. I dont believe it would need a permit due to not encroaching but I can also work with permits if required whatever would be best for yourselves
I would ensure any works are carried out to a high standard and that the area is reinstated like-for-like, with a more aesthetically pleasing and durable finish than is currently in place. Any guidance you could provide on this matter would be greatly appreciated, including whether permission would be required and if there are any particular specifications or approvals necessary.
