Parking their 3rd car in front of drive

A neighbour who moved in recently has two allocate parking spaces but has three cars. He keeps parking his silver car opposite our drive. This makes getting off the drive hard for my wife. I have health issues that my wife says she needs to be able to get out quickly if I become unwell. We have asked politely but get told theres enough room to get out This part of the road is not maintained by the Essex highways and so they cant help. Surely there must be some law to prevent inconsiderate parking ? This is causing my wife and I unnecessary stress. Other neighbours are also affected. I dont know what else to do.
