Informal pavement closure

Looks like a well intentioned attempt to protect public from ironworks issue. But cant see it on Causeway One, no signage, suggesting its not official and there may not be a plan in place to fix it. Due to proximity to educational institution it causes a significant safety hazard to young people.

Sunken area of pavement.

The sunken pavement is outside Toscanaccio (73 Parchment Street), it looks like it has probably been caused by poor packing of the soil following the fitting of a water meter. It is causing a trip hazard, I've several people trip on it and have tripped on it myself. It's been like this for at least six months.

Pedestrian crossing obstructed by bush
23rd April
The east side of the pedestrian cross on Andover Road (between Bereweek Road and Winton Close) is blocked by the spring growth of a bush, requiring adult pedestrians to duck under it, and it also takes up much of the area where pedestrians would normally wait for the lights to change. It looks like the bush will soon cover the traffic light too. Please could you get the owner to cut it back so that pedestrians can use the crossing as designed.

Shrub completely blocks footway

While the flowers on this shrub outside 35 Hatherley Road are lovely, the shrub unfortunately blocks the footway making it very difficult to pass. Especially when vehicles are parked nearby.

Cycles are not permitted on this footpath (Nun's Walk), there is a small HCC notice stating this. There also used to be a "No Cycling" sign at the location (junction with Hillier Way), but it has been removed (although the post remains).

Mountains of refuse on pavement
3rd April
There is a huge, unsightly amount of refuse bags at the corner of Trafalgar St and High St, Winchester. This is at the side of Cote Brasserie restaurant. It is clearly a health hazard and obstructing the safe passageway of pedestrians along the public footpath, meaning that people have to step into oncoming traffic. I spoke to someone at Cote Brasserie, she said that the council do not allow the restaurant to have an outside refuse bin, only a glass one. She said there is no space inside to store the bags. I cannot verify this of course. It is unclear if it is the council or the restaurant who are the architects of this problem but in any case it needs resolving FAST! We don't want to see rats and an uptick in diseases.

Faulty manhole cover

This was first reported to Hampshire Council in June 2024, they responded within a couple of weeks but said it's not Hampshire Highways responsibility so would forward to Southern Water. My wife and I have used the SW reporting page many times since then but nothing has been done. Although the St Cross Road is only a B road it is a main artery in to Winchester that is used 24 x 7, the noise is disturbing our sleep (and of other residence in our flats) and can even be heard on phone & zoom calls through closed double glazing.
