Clacking grate

There is a loose grate cover on Station Road, right outside my home. It clacks and clanks every time a car passes down the hill. I have been in contact with Northumbria Water for three months about this. They came and fixed it on Friday (8th March) complete with traffic controls, but the repair managed to make it even louder. It is starting to affect my health. (Weirdly, some council workers came and stuck some tarmac round it the day before the water guys came, 7th March, but that didnt improve things either)
