Someone is repeatedly placing bins and traffic cones on the public road and pavement outside their home, never seen a car parking there so it doesn't look like they reserve the parking spot. Loose Tiles - woman in her 60s fell & i have almost tripped over the same patch of loose tiles

Loose tiles have been there for months now. I have almost gone flying a few times on the same patch but on my way home from work I witnessed an older woman fall in that exact spot and could be heard saying it was the tiles. These are too close to a road with Double decker buses driving past every few seconds.
