All man holes are full with water

Hello, We were experiencing a terrible smell and notice all of our man holes are filled. We have tried to unblock these but think it is a bigger problem on the street itself. The man holes are full thoughout with waste water. There is currently works going on to the street so it may be this but we feel it should be investigated.
