Tree chopped down stump still active

This issue has never been dealt with properly and today a team has been sent to re tarmac the pavement. The roots are a trip hazard a make the pavement impassable for our disabled neighbour in a wheelchair. Our front wall is close to falling down. The roots have damaged both gas and water supply previously. Action needs to be taken before someone gets hurt
