Noted the Wilful Obstruction at Upper Pentre to the U1445 have finally been cleared after many years, so guess its thanks to Steven Richard, Jane, Ted, Ryan, Aaron, Josh, Dai and Tim.

The signs says, incorrectly, Footpath Only NO VEHICLES. This is an Unclassified Road which IS vehicular. See for example letter dated 4th Aug 1954 stating these are open to vehicular traffic.

Road STILL OBSTRUCTED F445

This road has been reported multiple times before.
STILL OBSTRUCTED 6/1/23
It was reported twice twice in December a year ago, and again in October 22.
Why is this allowed?
THIS IS A CRIMINAL OFFENCE.
Why is this not shown on the NSG? Thats surely half the problem! How can Powys County Council prosecute when they dont keep their records up to date. See Highways Act s36 and s 130.
Another Council writes: What powers does the Highway Authority have? As Highway Authority, the City of York Council have Statutory duty to protect the publics right to use a highway even if we are not responsible for maintaining the highway in question. This means:- we must act against anyone who tries to prevent an individual either on foot or in a vehicle (if appropriate) from travelling through the particular highway concerned.
If we do not then we can be taken to Court and fined a substantial sum. It does not matter if the person interfering with the highway rights is the owner of the land or not.

Barbed wire wrapped around gate opening mechanism on public right of way
16th June
There is barbed wire wrapped around 3 of the gates along this right of way which are dangerous. It appears as though it has been placed there to put walkers off from using the row however in reality is dangerous and while untwisting a huge mess of barbed wire to get through one of the gates I cut the palm of my hand. This is surely unreasonably and probably illegal. Very dangerous and needs to be removed asap.

Obstruction Replaced
28th December
This illegal fence had been removed enough to walk or cycle through by 14/12/21. It has been re-obstructed by 23/12/21.
This is an important access for the Begwyns and is shown on the list of Publicly Maintainable Streets.
Can this be removed and the culprit, who is pretty obvious, warned not to interfere with this highway.
There were nails sticking out which make it a danger to climb.
