Blocking access and making it impossible to turn vehicles around on road

Car has been abandoned for a few days. Plenty of parking spaces not on double yellows but this car has stayed parked up. Blocking access to property and making us unable to turn around in the road increasing the risk of accident by having to reverse out of street. Car is parked at the top of street on the double yellows.

The hedges are being used to tip rubbish ,people using it to urinate and drugs , unsafe at night . Its also dangerous obstruction to the people coming out of Clarendon as the on coming traffic cant be seen . Should be totally removed . Maybe put grass or flowers
