Overnight parking of commercial vehicles and parked large caravan

This is a residents car park which is busy. There is not much room to manoeuvre, particularly at night. sometimes this requires quite a few backwards and forward turns. It also causes residents to double park as there is insufficient space for residents cars. Are commercial vehicles allowed to park there overnight and can large caravans be constantly parked there taking up at least two spaces,

I have constantly asked this women to move her car and she says she isn't breaking the law and refuses to park on her own drive.I had H bar markings put in today and she has just parked over them and now I can't get I to my driveway.

Electrical wires exposed

Cover for the control panel of the light looks to have been removed and the wires are now exposed. The cover is lay behind the light as you can see in the photos, maybe just needs put back on. The exposed wires would be a certain risk to safety of a child or dog etc. Thanks.
