Dangerous tree branch

An overhanging tree branch is blocking the path at the end of Pelham Cottages, outside the large house. It looks very dangerous as its hanging and blocking the path. The path is extremely busy with walkers and dogs. It needs urgent attention and signage put out. I have tried to contact the council by phone but as its a Saturday emergencies dont happen.

Road sweeper van doesn't clean and weeds need removing

Hi, a few times now the road sweeper van has driven into our street and caused more dirt in the street by dropping rubble and stones in the road that weren't there before and then kicking up dirt that goes all over our cars, there is no advantage to what they do. (the photo does not do it justice, as the big stones were laid there a few weeks ago.) Are there other types of methods than this one vehicle that does a terrible job?
Also, there have been large weeds growing on the pavement now for a while, can that be arranged to be cleared? or please direct me to where I need to raise this.
