Overgrown hedge blocking footpath

The hedge that borders the bungalow is overgrown on to the pavement. It is a thorny hedge and cut me as I tried to walk through. When cars are parked in the layby there isn't enough room to walk on the path so you must walk in the road into oncoming traffic
