Tree is taller than house and seems to have fungus

Hello,
The tree outside our house needs to be pollarded. Its taller than the house and shows some sign of fungus - making it vulnerable to falling.
I understand a similar tree, in the cul de sac, fell and damaged the roof of a property not that long ago - because it wasnt properly cared for by the council.

Iron Railings Put In PLace to Support Damaged Wall has Collapsed and Is Obstructing the Path

A wall has been collapsing in the area for a while, and in the process of getting it fixed, 4 big iron railings have been placed there to help support it, but these railings are in fact dangerous.
Yesterday 2 of them fell over, completely obstructing the path. I witnessed a wheelchair user having to completely back up for around 20ft as they weren't able to go past the railings in the middle of the pavement.
I am also an elderly citizen, and when attending the local shops nearby, I was made to walk into the oncoming traffic as I wasn't able to get past.
At this present time, the railings have been picked up but are looking extremely dangerous and that they may fall again at any moment. There is also a stream close to the area, which also increases the risk of their being an incident in the area.

Near Cromwell road SNP which has a steel lathe hanging around it with tile stuck on, is a barrow load of broken tile and plasterboard. This is on the pavement up against the corner of the shop on the junction of Cromwell and Cheltenham Roads . Been there few days also a glass bottle and a plastic bottle with dubious liquid .

Overgrown shrubs impeeding pavement making pushing a wheelchair difficult having to go in the road. One side of the laurel was trimmed a little way up the road but not around the corner, and it was obvious that there was a problem in the same area with these other shrubs.
