Aggressive unmuzzled dog in alley

A white/gold retreviwr dog - allowed to be out in alley way, between hatten drive and portello street (bt6) Poorly controlled. Owned by Eastern European family on Hatton drive row that is close to gate at Woodstock road. Their back entrance has a large block of grass outside it. I suspect that this is the dog that shits all over the alleyway

Resident is using traffic cones to block off an area outside their house for their personal parking use. This has been an ongoing issue since we moved into our property on this very busy street a couple of months ago. There are limited parking spaces available during the day.
