Unauthorised Obstruction, 16th May

Thu, 16 May 2024 18:07:05 +0100
53.973507 -1.069002

Problem in place since at least 2019, head of previous council (pre-election) has ignored multiple reports of this from different people. Residents of Muncastergate have built large oak planters around council-owned bollards which seperate Muncastergate from Fossway. Clearance for bicycle is roughloy 32cm which is substantially less than the DfT recommended MINIMUM clearance of 150cm. There is no safe passage for cyclists using specially adapted mobility bicycles or those towing a trailer. One planter was moved in 2021 to behind the bollards, but does not provide any clearance for cyclists to pass safely - additionally, there is no reflective material on the planter so in summer months when the streetlight is obscured by tree growth the planter is not visible at night. There is NO mention of any form of planning application or permission for these planters on councils planning website; and as the public have access to this road it does fall under jurisdiction of the Highways Act 1980 so the current planters are illegal and dangerous. Residents claim the planters are to "stop motorcycles" however there have been multiple instances of motorcyclists simply driving along the pavement to avoid the planters, creating a dangerous situation for pedestrians including children. Minimum solution would be to move planters back from bollards to provide a central clearance (even if a form of slalom is required) of at least 150cm as a measurement of diameter so that bicycles with trailers or adaptions can pass. Full solution would be complete removal of planters and prosecution of nearby residents for illegally blocking the highway and tampering with council property.

Traffic Light Configuration Required, 16th May

Thu, 16 May 2024 17:54:14 +0100
53.968017 -1.08134

Problem has been in place since previous council installed these new traffic lights; problem most evident at quiet times such as midnight-5am. Vehicle approaching lights from Clarence Street will get into lane for heading into Haxby Road but has to stop at red light... sensor detects vehicle waiting to progress into Haxby Road, but instead of providing green light for waiting vehicles will instead provide a green light for non-existent traffic heading towards Wigginton Road. Solution would be two seperate sensors to monitor each lane of traffic, set to trigger a green when a vehicle is at least 5m from stop line.

Faulty Traffic Lights, 16th May

Thu, 16 May 2024 17:49:17 +0100
53.985464 -1.04866

Bicycles on Kathryn Avenue approaching traffic lights on the road are not detected at all; has been a gradual decline from originally being detected from approx 5meters behind stop line, to only being detected once sat stationery on stop line and waiting, to now not being detected at all. Motor vehicles approaching lights from Kathryn Ave are only detected at 2m from stop line *BUT* the call for a green light to Kathryn Ave will be cancelled out if a vehicle approaches the lights from Jockey Lane, resulting in vehicles waiting on Kathryn Ave for 5 minutes or more at an otherwise empty junction; only when another vehicle joins the queue at Kathryn Ave will a new trigger for a green light be sent. Lights do not adapt to the changing traffic levels - at busy times such as after a football/rugby match the lights will only allow a maximum of 4 vehicles to exit per phase, resulting in long queues and idling vehicles. Sensors on Jockey Lane detect vehicles too far back from lights, increasing the length of time Kathryn Ave traffic has a red light for.

Faulty Traffic Lights, 16th May

Thu, 16 May 2024 17:40:26 +0100
53.97412 -1.073615

Long-running issue on and off for over a year... FLIR sensors for traffic on Huntington Road incorrectly callibrated - pointing straight down against manufacturer-recommended guidelines of not more than 30-degrees below horizontal; vehicles including bicycles any further than 2meters from stop line not detected, resulting in premature red light and associated queuing. Run-on time for green light too short for Huntington Road (currently 2 seconds), encouraging dangerous red-light-jumping. Green light run-on time for Hayleys Terrace set too long (45 seconds) considering the lesser flow of traffic compared to Huntington Road, and FLIR sensor detects vehicles from the other end of the road. Solution would be to relocate FLIR sensors for Huntington Road onto stanctions of the repeater signals so as to face down the road and detect approaching vehicles properly, whilst moving sensor for Hayleys terrace onto stanction of traffic island. Additionally, on rainy days the lights for Somerset Road are randomly triggered to provide a green light despite no vehicles being present - thus holding back other traffic for longer than necessary and causing queues; solution would be to install push-button system.
