It seems to me that BUNGAY TOWN COUNCIL/EAST SUFFOLK COUNCIL and local MP are willing to condone the effective ‘abandonment’ of vehicles on its streets. Most notably Nethergate Street and Scales Street. Two cars, one with a SORN against it ( A Red Nissan Micra)according to DVLA and one with no MOT ( A Blue Reliant Robin) and deliberately placed to annoy, according to the Local Enforcement Officer and effectively ‘abandoned’ according to East Suffolk Council’s own website: NOTE the use of the word ‘MAY.’ The following criteria will help decide if a vehicle may be abandoned: The condition of the vehicle The location of the vehicle in relation to the owners address The completeness of the vehicle Rusty brake discs indicating that vehicle has not been moved for some time Flat tyres Litter, weeds etc under the vehicle indicating that it has not been moved Absence of number plates Broken windscreen or window glass Presence of mould on either the inside or outside of the vehicle. Both vehicles were originally on Nethergate Street as the Local Enforcement Officer knows. The local Enforcement Officer also knows that irrespective of the tax or MOT status they can designate a vehicle ‘abandoned,’ should they choose to. But, in both these instances, despite the owners motive, according to her/him, being a deliberate act to annoy neighbours. Thus, the only conclusion to be drawn here is it’s OK to place SORN and vehicles without MOT’s on the streets of BUNGAY and effectively ‘abandon’ them thereby devaluing all our property and the Towns cherished appearance, in my opinion. Am I annoyed by this act? Yes, in so much as, on all counts I find this morally and socially reprehensible behaviour that needs challenging by the appropriate authority who, to my mind, should not be condoning this act when they alone, NOT the Police or the DVLA, have the powers at their disposal. But, so far refuse to exercise them and prefer to hide behind the ‘legislative fog’ that surrounds this as an issue. Would I do this to my neighbours? No! But, irrespective of neighbours it is surely wrong to effectively ‘abandon’ a car with a SORN (Statutory Off Road Notice) against it or Tax it but no MOT and then deliberately place it outside another neighbours front door, on the Public Highway, solely to annoy and ‘play games’ with the local enforcement agencies and local citizens. The fire officer for ‘Clays’ regularly walks past the ‘abandoned’ vehicle on Nethergate Street which must, because of its adjacent position to the homeowners property and who rightfully parks their vehicle on their property, be a ‘fire risk.’ Imagine this scenario: We all go out and order a ‘scrap’ car that you tax for £15 because of its age and specification and place without an MOT or SORN for over a year and without ever moving it, on the highway outside one of our/ your neighbours homes OR the LA’s offices??? I reckon they’d soon act???
