Light very bright into bedroom disturbing sleep, 19th April

Cars parked all the way up on he pavement on okehampton crescent, 19th April
Its been reported that there is cars and vans that are parking fully up on the road not allowing any access on the pavements. This is down Okehampton crescent by the junction of gipsy road, by the bus stop. People with children's and buggies are having to walk in the road because of the report. these cars and vans have been given tickets but people have seen these tickets just being thrown on the floor. Can this please be looked into as people are concerned.
