It includes the towns and villages of Abbey Village, Balderstone, Belmont, Bolton-by-Bowland, Brinscall, Brady Close, Clayton-le-Dale, Darwen, Edgworth, Ewood, Feniscowles, Great Harwood, Grimeford Village, Hag Fold, Higher Croft, Hoghton, Livesey, Oaks, Pleasington, Quarles, Revidge, Rishton, Sayles, Scout, Sunnyhurst, Tockholes, Tottington, Wilpshire, and Withnell.

The postcode district is bordered by the BB2 district to the south and the BB6 and PR6 districts to the east. Queen's Park in Blackburn is also covered by the postcode district.

The postcode district contains industrial and residential areas. There are many large employers such as a shell oil refinery and a prison within the district. Blackburn with Darwen Borough Council's offices are located in the area.

BB3 has a number of notable destinations, including the National Football Museum and Blackburn Cathedral. It also has several excellent parks and recreation areas, such as St. Laura's Park, Infant Hercules Park, Witton Country Park, and Pleasington Cemetery.

The area also has several schools, including Wensley Fold Primary School, Greenfold Primary School, St Catherine's Church of England Primary School, former British Prime Minister Anthony Eden's old school, St Bede's Catholic College, and St Silas C of E Primary School.

In terms of transport links, the postcode district is served by the M65, M60, and M61 motorways as well as the East Lancashire Railway (a heritage steam railway) and plenty of buses. A number of local cycling routes pass through the area and two hospitals, QEQM Royal Blackburn Hospital and East Lancashire Hospice, serve the local community.

BB3 is also home to some excellent sports clubs. Blackburn Rovers, a Premier League soccer team, are based at Ewood Park and Blackburn Hawks, an ice hockey team, have a rink in the area. Most recently, Blackburn with Darwen Council has invested in new sports facilities at Witton Country Park. The new facilities include an athletics track, artificial 3G pitch, basketball court, and multi-use games area, along with floodlights and a pavilion.
